A Supervisory Monitoring Evaluation and Support (SMES) seminar and workshop was organized for Institutional Development Program (IDP) implementers at the NIA central office from September 30 to October 4, 2019.

Selected supervisors and employees representing NIA Regions 1 to 13 and representatives of Upper Pampanga River Integrated Irrigation System (UPRIIS), Magat River Integrated Irrigation System (MARIIS),Comprehensive Agrarian Reform Program Irrigation Component (CARPIC), Small River Irrigation Project (SRIP),

National Irrigation Sector Rehabilitation and Improvement Project (NISRIP and Umayam RIS participated in the 5-day management activity to review IDP ccomplishments of the agency as of September 2019. Avelino Aquino, Sr. IDO said that the planning workshop aims to further capacitate field personnel with the end view of strengthening farmers organizations, particularly Irrigators Associations (IAs) who maintain their partnership  with NIA through Irrigation Management Transfer (IMT) contract. IDP implementers are inherently equipped with surveytools to evaluate IA performanceand capabilities in the followingareas of concern: 1. (operationand maintenance (o&m), 2.organizational development,3. financial management,ability to negotiate with otheragencies for various assistanceprograms, 4. capability toacquire IA office, 5. establish model farm and adoption of best practices worth emulating by other farmers organizations.

Aquino added that a unified template was also introduced during the workshop which will be subjected to fine tunning in order to monitor the action plans and accomplishment report of IDP implementers nationwide.
